I agree with Noah. Double-C is where that version of “”Sally” is typically played.. For Cm you fret the first string at the first fret istead of the 2d. Same plae to play Doc Watson’s “Shady Grove.”
It's C minor. I can't say just at a glance the given positions of each note. But he's likely playing in the concert-C tuning but in the parallel minor.
