You're pushing from the back of the steel and forward, not down when you are trying to count the steel on the new holders, and when you are putting them in the ones on the skates you are pushing down ...
This happens bc from factory the steel, in the vapor, is already in place and has formed the plastic holder. Put the front in and directions from factory say to use a towel to pad your hand to push down until it clicks. When putting runners in these holders you should not be holding the trigger. It will click in and you can verify by the half circle. After a few times putting them in and taking out they will be just like the vapors that had steel in them already. It has nothing to do with QC or defects. It’s a tight tolerance to allow a tight fit.
I have the same problem for my left and a bit on my right skate. I don't hold the trigger and it never clicks. It kinda stops halfway where I never see the semicircle. I have to use a lot of effort to push them in. A quick question, should I remove the blades after a game to let the insides of the holder and the blade dry? I found a lot of water inside but I feel the plastic hook of the trigger will wear away each time.
Have been repairing hockey equipement for 20 years yes it could be tight...or if your Holder is not mounted on the skate it could be though...use a rubber malet.( bksportsrepair.com )

I had a similar issue. It’s a very tight fit and it will go in. Much downward force is required.
I have Ls3 with my supreme s190 and purchased ls2 they are a little tricky but it fits
Use a heat gun for 15 second to warm the holder and then install the steel.
