The governor has all of them beat, he's a complete psychopath. Negan not even close, he had to have a reason to kill somebody most of the time but the governor!?, no reason needed. He machine gunned 50 of his own people on the side of the road for not doing what he said, hell that was just another day for him.
Negan had a great introduction with the potential to be the ultimate villain, but then his potential is kinda wasted while the quality of the TV show in general just started plummeting from that high point.
Since I rewatch the series again to catch up. I definitely sometimes prefer for the Governor to be the best villain in the series. Dude is lunatic, and pure fucking evil. Whenever he talked to the characters. He was scary man lol. Governor is definitely one of the best villains for sure!
