Gretzky's number was retired less than a year after his retirement due to his complete dominance of the game. The two cannot be compared.

This means that when you pick a number it's not just your personal tastes it's also signifying your role on the team. If you pick the number 99 it's not interpreted as "I really like Gretzky" it's interpreted as "I'm as good as Gretzky" which is why you'll get chirped and targeted for wearing it.

To be fair, the game has changed in some ways, but no where near enough to render him an average player. He had the ability to make you forget he was on the ice, and the next thing you know he was putting the puck in the net.

Defensive schemes have gotten so much better too. Back then, goalies never dropped down and defensemen honestly didn’t understand how to play their position. If you watch old highlights of Gretzky, a ton of his goals literally slid in on the ice under the goalie’s feet as the goalie was moving laterally. It looked like no one was even trying to prevent him from scoring. He could get lost in coverage because defenses back then just didn’t understand where the play was developing the way he did. Granted, Gretzky understood these things very well and would use them to his advantage, but he wouldn’t be able to be as successful in today’s game.
