      I have no idea how these animals find defense attorneys. How could anyone regardless of the pay fight to minimize the punishment for this waste of oxygen?? They couldn't pay me enough to be in the same environment for longer than a few mins much less do anything to help him.

    This is so sickening. It absolutely infuriates me how these supposedly advanced countries let these violent psychopaths out of jail again and again. And if someone like this is let out how is he not monitored constantly?? Keep monsters like this in jail forever the FIRST time they violently attack children, rape, etc. WTF. I’m Canadian and worked in the justice system and was constantly blown away by the leniency given to these vile things and how often they kept getting out of jail regardless of their violent crimes only to do it again!

      A lot of it has to do with the prison system. We lock up everyone for everything and there's just not enough space....so people get released early for "good behavior" when clearly some people do not deserve to be released early.
      We need to rethink the punishments for non-violent crimes. I'm not sure what the answer should be for those people but I do know that people like this guy, true threats to society, deserve to be punished to the fullest extent of the law. If he gets 20 years, he should stay in prison for 20 years. He shouldn't get parole because a bunch of potheads were sentenced to 5 years in jail or something like that.

      ​​​@@AussieTracynot necessarily true. Many academics agree that whay happens in your younger life shapes your adult life as the brain hasn't fully developed until 25ish. Now that's not an excuse but you can't ignore the medical and mental professions data on the subject. There's been over 3 decades of study on this.
      I can speak from my own rough personal childhood experiences and tell you that I am who I am now because of those and most likely could have lead a very different life had I had a stable upbringing.

      @@FixTheLanestrue, but it’s odd to suggest childhood SA is the reason behind current SA. Suffering that kind of trauma means he knows better than most how heinous it is.
      One can’t control everything that happens to them. No one should ever have to deal with SA, especially in childhood. But one is still responsible for not perpetuating their trauma. Receiving trauma isn’t a license to take it out on others.

Me for example, I'm the latter of your message but I think that was mainly because I was stubborn and had a fk you attitude through it all. Had I not had that I could see quite easily what would have happened if it broke my mind. There's no right or wrong answer. That was my point I was trying to make in my response to the original comment I responded to. 🙃
      Making definitive statements about a subject you haven't experienced has no validity (I'm not directing this to you) so for the original lady I replied to doesn't have a valid argument because she's operating from a position of ignorance to the situation.

      As many times as something like this happens, where someone like this guy, should have never been released, is released, and horrific stuff like this happens. Makes me wonder if judges need to make sure quotas of young, intelligent, beautiful girls get tortured like this.
      I hate to sound sarcastic, buts it’s so awful when they make a non violent, extremely low offender sit in jail, while they let evil, demons out early for good behavior. This happens so often it’s ridiculous.

      To be fair, most of the crimes were committed as a juvenile. The one he was arrested for as an adult ended in a plea deal because the victim didn't want to face him in trial.

    What purpose do an ankle monitor and probation officers serve when a subhuman maniac like this is not behind bars? He's pure evil, like the cop said, zero remorse for what he did. No family ever heals from the memory of what was done to their precious child. I don't care about his upbringing, lots of people suffer awful childhoods and become law abiding citizens.       If we truly believed there was "a better place", we wouldn't be bothered by death. It's the finality, the truth of life being truly over which makes murder a truly abhorrent crime. Looking through pink glasses doesn't make what happened better, it hurts more, but I find deceiving myself even worse.

    I think the strongest condemnation of this man's character is that he could listen for hours to this incomparably kind and approachable woman begging for her life. To no avail. Just threw her away once he was temporarily satisfied and carried on as if nothing happened. No soul. Yet he can briefly present as human. Just terrifying, a ravenous lethal predator.
    Marvelous job with this one, ladies. No one could have done better, that really hit me in the feels. What you do, it's gotta be helping making the world a better place. There's no way it can't be. Thanks!

    Why aren’t there panic buttons on ATMs ? I truly don’t understand. This is devastating. And I understand the ATM is far from the problem, just one piece of the puzzle that needs to be updated.

      May be the confusion is about the size of the ATMs. You are talking about standalone machines on the road, while for most of us ATMs mean those rooms with atm machines inside it. In India, a security guard is mandatory inside each atm.

      Idk if it’s true everywhere, but I’ve heard that if you enter your pin backwards it will withdraw money as usual but also notify the police. Ex: 1234 would be 4321 to notify police( silently of course )

    The police never know what tf they're talking about. To say Reagan's mom couldn't file a missing person report because she wasn't the last person to see her is absolutely ridiculous! Thankfully her coworkers stepped in to do so without having to waste much time, but still - it's the point.

    I watch many many videos like this and this particular one had me bawling. Such a beautiful woman with so much to offer the world. The courage of her family to accept her degree on stage was amazing. Rest in Peace Reagan. Heaven is a brighter place with you in it.

      Yes, she is one of the very few that makes you instantly drawn to her. She seemed to be a wonderful human who was loved by many. I too felt a disappointment that someone like her was just taken away from the world she seemed so full of living and enjoying with those around her. Truly sad.

    Our legal system can be a joke in a lot of cases. Darrell Brooks got out of jail on a thousand dollar bond for running over his gf. Two weeks later he drives through the Waukesha Christmas parade, killing and injuring 68 people. This guy had a rap sheet a mile long.

    I am very curious to know how many MORE criminals are now released following these same policies and procedures and are UNTRACKED, UNREPORTED AND UNMONITORED!?     It would be helpful if it were standard banking practice to set up ATM accounts with two PIN numbers. One that is your regular use #, and a second that works as to not alert the captor, but that discretely alerts police in real-time (and shares video) when you're in eminent danger.

    I've been watching a chain of these documentaries for hours now and it often comes back to the same thing, that the system has let these monsters slip through the cracks, not keeping tabs on them or giving rotten creatures like this short sentences and letting them out early and then not keeping tabs on them. This guy should have been dog food, not allowed out to freely roam the streets and kill an innocent girl!
    It's also mind blowingly typical of American systems that a police tag would send data to the private companies who rent them out instead of to the police themselves! It's remarkable that no one else was killed between this lowlife being caught and Raegan's murder!

    That seems rather questionable on the police’s part, that only the very last person to see the victim is allowed to report them missing. I hope it isn’t one of those things that the police tell members of the public, like you can’t report someone missing until they’ve been gone for over 24 hours, that isn’t true, just to get rid of you.

The police and parole officer failed too, but having that extra layer of complexity of relying on a 3rd party to notify you and unable to directly see the data of his movement makes investigation slower. More parties to blame means that they can point fingers at each other and the victim family need to fight the police and the private company for their failures

      Simply having a competent system, and robust regulatory body to enforce laws and regulations on them when they mess up would be enough. When there’s something like this in Australia, we have Royal commissions that investigate, analyse, and then enforce rule changes. They’re independent investigations with powers to do full investigations like the police would. It can range anywhere from hospital mishaps, police shootings, corporate scandals, political corruption, whatever.
