The movie takes place in several different cities across Minnesota and also Fargo which is the capital of North Dakota. It is not very well known state, but it shares a border with both Minnesota and Canada, so the accents are all very similar. I personally think Emma’s accent seems pretty neutral all things considered. Like you say though, the giveaways are the way she pronounces diphthongs like “out” and “about”. :)
I get everything she is explaining. But I still have problems with understanding films. However I have been studying English for 10 years and have watched all seasons of Desperate housewives and Abbey Downtown
