It was thought of as a duty to do your part and guard the temple. So pretty much any Jedi in any position could be called up to be a temple guard. The reason Temple guards wear masks is for the guard to remain anonymous so as not to cause friction between friends and so the guard can equally dole out Punishments regardless of their relationship with the punished and the guard can be unbiased.
Tony gilroy pretty much confirmed that he wanted to write the series without any jedi or the force in order to keep the series grounded and strictly a spy thriller.
I am more intrigued with the theory that Luthan Rael is a potentially former Jedi Master hiding in plain site and carrying out his spy/ espionage missions under the nose of the Imperials. Including that of the Emperor and Vader. That would be cool. But I do enjoy the mystery.
A couple other speculative theories about where the khyber crystal came from… perhaps he was in a relationship with a Jedi, or perhaps one or both of his parents were Jedi and somehow he wasn’t force sensitive enough for Jedi training.
While he definitely isn't I'd love it if Luthen was a jedi sentinel, it would explain how he survived order 66, being on some distant planet cut off from the jedi during the war, then he came back found out what happened and just decided to start a rebellion starting his antique shop with some of the artifacts he found on his sentinel travels. Most if not all of the temple guards died in order 66 with the one exception being the Grand inquisitior as as we know. This is due to Anakin having personally been the one to have killed them as they tried to protect the temple and their fellow Jedi

Andor and Rogue One have shined because they shied away from the extravagance and grandeur of the Jedi and settled on how the legacy of the Jedi contributes to a more mysterious and mystical setting that normal people live in. I think it would ruin both to introduce more Jedi/Sith characters into what is really a focused piece about a galaxy chafing under an authoritarian Empire.
