I can't imagine that being allowed anywhere else; taking away regular trash cans, not allowing people to leave packages unattended in the middle of crowded areas, blocking off streets properly and being prepared, are the most basic things they should have done. The guy was driving at speed and the only people you can see on the videos are victims. Awful.
