One may also assume that Harold “Stretch” Joseph was currently out on parole when you consider the line he said in “The Long Stretch”. Depending on the conditions of his parole, he shouldn’t be possessing a firearm whatsoever.

Trevor Michael and Franklin knew that he was a corrupt agent. A judge would tell them that they should’ve gone to the police.
The police can't do shit to someone as powerful as steve. He is a high ranking member in the fib so i don't think the police can do anything to him. You can hear this same noise on The Underbelly of Paradise (Steve Haines’ ingame show) which most of the footage takes place either in beta, or shortly before release. In the episode there is a scene where a gang member executes another, and you hear the same two bullet sounds.

Repeating the same thing as the other guy said. He pointed a gun at an unarmed man and shot him twice in the face. That's definitely not self defense, he was not in any danger until the rest of the Ballas arrived (who did carry firearms with the intention of killing them, thus making THAT self defense)
I don't get American laws. 2000+ years imprisonment makes no sense. Either call it life imprisonment without parole once the sentence reach 100+ or automatically give them the death penalty once the sentence accumulated a few hundred years. Save the taxpayers lots of money anyway

It's very unlikely you'll get the Death Penalty in California. But it is possible to he sentenced to several hundred years in prison, as some criminals have been sentenced to such.

Stretch at this point wasn't planning to kill lamar and Franklin. He got hostile with them and began targeting them because they caused problems in the peace between the ballas and the families by kidnapping D and then killing him. This sentence would work in hood safari because he was planning to at least rip them off with drywall cocaine
He wanted him dead, yeah, but attempted murder is when it's an actual attempt directly caused by the person. If for example, Stretch showed up in Lamar Down and tried to kill Lamar, missed him/shot him in the arm, and then managed to escape, that would be attempted murder. But having a plan and intention doesn't count as an attempted murder

It could get complicated because he was working as an undercover cop so technically it could get hard to prosecute him. The thing to remember about Wei Cheng is that if you commit a felony and somebody dies during that felony you can be charged for murder. So when he sends his men to kidnap Michael in North Yankton (Felony Kidnapping Charge) everybody Michael kills would count as a murder charge for Wei Cheng.
