Sam's body has to be strong enough to keep up with his fully augmented right arm, which is more augmented than raidens arm as he has a right arm heavy traditional Japanese sword style. The thing is raiden is more Endoskeletal augmentation, Sam is more exoskeletal augmentation with with his right arm having an Endoskeleton.

Snake is a complex character who goes through a whole saga and teaches us (and Raiden) actual lessons to live by along the way. Dude never even gets a happy ending :(

If Sam got to fight Jack the ripper instead of Monsoon, then I am just saying Raiden would have gotten utterly bodied, because I feel like Monsoon and Sundowner made Raiden better equipped for Sam in terms of skill and weapons. Plus I feel like Raiden in the Ripper state has zero regard for his own safety which given how Sam fights, he would probably have control over the whole fight with over confidence being the one thing that could cause his downfall.
Jetstream Sam has a pistol in his sword sheath. I can only assume it fires blanks that launch his sword, and I can also assume his enhancement is increasing his reaction time, so he can catch his sword. It's rather genius!
I just realized when sam picks up his weapon again during the fight he is wounded and there is a visible scar on his upper body, meaning he took that like a champ despite barely having any augmentations

Detail: when Sam severs raidens arm, he had his hand near the handle of the sword when it was shooting out, but not directly on the sword. Probably because the recoil would be strong enough to destroy his robotic arm. But also to slowly guide the weapon and keep his arms closer to himself, something that raiden did not do which made the loss of his arm easier
