But, i have a Toshiba laptop and I Wanted to connect this kind of apple monitor 27 police, Does anybody know how i can connect It! Toshiba has only HDMI or VGA source of output, i tried: HDMI to dp male, dp female to Mini dp female,and Mini dp female to thunderbolt original male but not working!! Any way?!!!
When you just plug in the cable without hooking up thunderbolt cable, did you see sign of power on? Any light indicator? In addition, I tried your way, but no luck with the 2nd thunderbolt port on the back. What is the potential issue?

You don’t need anything else, never checked on dell laptop
need another screen connected or only the thunderbolt display?
you need the thunderbolt cable and an apple computer you plug the cable in the display and in the pc. (you need to plug it in the socked)

There is no indicator that is on or not, there is no power switch. Your Thunderbolt Display may have deeper issue than broken cable unfortunately ☹️
