Because Sceptile's Mega Evo is Dragon Type and then it immediately got taken away
sceptile is inspired by a reptile and most reptilion pokemon like drati,dragonair,salamance got it (except serpirior and sceptile somehow) and sceptile who's based off a gecko didn't even get a suiting ability like protean or color-change to match it's whole thing and it would make it balanced and fair since it's the only one to not get a dual type in it's gen of starters and it wouldn't destroy any balnce at all btw and aerodactyl is a pre-historic dinosaur bird which are literally inspiration for most dragon types like haxoraus and tyrantrum
