      yes! Where is it going?
(Who was the most recent user of cement in this vicinity? Damages? There are cases like this decided in court -- worse than just negligence -- This is gross recklessness : The quantity of cement deposited in the drain is not merely reckless -- The quantity of cement deposited in this drain is so considerable as to be malicious -- The perpetrator had to have known that the quantity of cement which he deposited in the drain was likely to create a most serious congestion.
I suggest that a magistrate would actually enjoy inflicting a proper penalty for compensation upon the perpetrator! How often has the perpetrator done this sort of thing before? The plaintiff may not even need to retain counsel -- He would have the sympathy of the court.)

You say great job, the poor guy has been pooping himself, first it was a broken drain, him loosing 20m of hose if the pipe was broken the likelihood of the hose going any further is remote. So now his drain is running free and he is happy, so when he goes to the pub and tells his tale, later when the flushed blockage collects further down the line the cash cow starts all over again.

A few years back my local council found traces of dishwasher salts in our local rainwater drainage canal. They went to every house in my borough and found several homeowners had connected dishwashers and washing machines to the guttering downpipes. Many of them had built extensions to the rear of their properties, and added utility rooms. Sewer pipes were hard to get to. They had taken shortcuts, and plumbed the waste water into the nearest pipe, which was the rainwater pipes. All of them were sent fines and demands to correct the issue. Many had to dig up their gardens and driveways to install new pipes, because the sewer manholes were at the front of the properties. Cost them thousands.

An emergency was classed as being hazardous to health i.e. sewage in the house. She said your garden could be full of sewage up to your back step but still wouldn't be classed as an emergency if it wasn't coming in the house! Question: that should be a public drain, otherwise it wouldn’t be connected to the neighbour’s side of things. Unless I misunderstood everything, you found cement in the drains, some cowboy builder using the drains to get rid of excess materials.
Is there no legal obligation to inform the water authority? If that drain blocks for good, it will cost hundreds of thousands to replace.

So the pipe is full of cement. Can’t see well enough in the video, so I take the word of the uploader.
The cover removed is almost on the end of the newly laid drive. How did the cement go ‘up’ the pipe? Gravity goes down.
Of course, if they have collapsed/crushed the pipe, or filled in another access point, different.
Saw a video a few years ago where the entire street had blocked drains, and someone had found a ‘hole’ in their garden, so filled it in. Clearly not the smartest bunny in the hutch.
