Well working as an Technical Purchaser I would say all requirements of Procurement are also what I do every day. Sending quotes to multiple Vendors, checking their offers and comparing. Making my quotes in SAP, based on the offers. Then after confirmation customer, Purchasing/ordering the items, making documentation of these purchases. Handling over to Logistics department and so on. So for my job I would say that I do both.

At present, Procurement is simply listing the materials and services needed to finish a project, then request it to the Purchases Department then they do the vendor selection, RFQs, Quotations, Quotation Summary, Negotiation, Choose the best value supplier, Places POs, Accept Deliveries(full or final), and Place Payments, Close POs. Deliver Cost Savings target, and Analyses trends for the Pareto principle or ABC.
