Nice smooth explanation and transition in this topic bro. The order here depends on the buyer philosophy and type. If the buyer is a government entity most likely they will introduce the tender first and then they wait for bidders to participate. After that the rest comes in this order : IFB will allow the bidder to have the documentation required/requested from the buyer to submit RFI-RFP-RFQ, then LOI & PO
