There is another way you can get into uLaunchELF without having a modchip or using swap magic. You can just use FreeDVDBoot and it's the easiest method to install Free McBoot onto your PS2

Probably because you forgot to check the file system of your USB on what is formatted to, whether if it's NTFS, exFAT, or FAT32, and your USB might have formatted to NTFS or exFAT, which the PS2 cannot read and it only reads FAT32

There's a program called MyMC that lets you export the PS2 save file from PCSX2 to the PlayStation 2 physical memory card using the uLaunchELF program to import it
You might be using the remix version or something because there's actually two versions for Midnight Club 3 Dub Edition. One is the regular version and the other one is Remix version. So I'm wondering if you're using the remix version of the save file for Midnight Club 3 Dub Edition you downloaded and copied over to the memory card that the save data does not load
