I also think it's worth it in this deck. You have so many weird, almost janky cards that are only good if you can Time Travel. Having your the Tenth out and paying 7 shouldn't be the only option (it isn't, I know). And like you said, you basically pay 4(5 if you count the Mana Rock tapping as losing a Mana) to atleast tap for 2 for coming turns. So it pays off after 5 turns, which isn't that great admittedly but it really depends on what else you got. If you got 4 suspended cards or other creatures/enchantments on the battlefield that are collecting time counters, this could definitely be good.
No captain Jack Harkness… ?? Wonder who picked scenes and characters really.little no flavor text on cards. Missing extraordinary lines from the show too. A real mixed bag. Meh.
There's a couple of misses but overall I'm really happy with this representation of the intellectual property. I would rather have this than not have this.
The Island you like is from 'The Keys of Marinus' (1964) and the Mountain is from 'The curse of Peladon/The Monster of Peladon' (1972/1974).

Yes, Rotating Fireplace is worth it if you Time Travel or somehow add more time counters on it. I could see this tapping for 3 or 4 fairly quickly.

i got my timey wimey today aswell, sadly the first ten cards have pressure marks right on face height, luckily the coolest cards were safe

The commander punch outs seem cheap to me... they should have gone with the thick card like they did with WOE imo.

2 card packs rip off
