If Green Goblin is the Joker of the Spiderman universe, I think The Reverse flash/Professor Zoom is the Green Goblin of the Flash universe, their goals and motivations are very similar!

The movie industry added Fleck's version, not an actual "the Joker" Joker, he was a completely different character. The 3, some geeks interpreted as being the same character being represented (in mind and behavior) as 3 different characters based upon the comic book age... golden age, silver age, modern, etc. Reverse Flash was Thong and Zoom, completely different guys but ultimately the same character.

Green goblin is Toby’s universe result is the super serum from the MCU. Without Steve Roger’s heroic and humble demeanour, everyone else will just fall into their own insecurities hard.
I’m guessing the military got hold of a Skrill and took some of its DNA and gave it to Osborne and he was able to manipulate it to get some strength or powers, but it would cause humans to go mad because their DNA wasn’t compatible and couldn’t take it and this would also explain the green color.
It sounds like you mean the Ultimate universe depictions where Banner becoming the Hulk was a result of trying to replicate the super-soldier serum that buffed Captain America and Norman's Goblin serum turned him into a Hulk-like monster rather than just amped his physical abilities
