The film, the good Dr, installed artificial intelligence in his mechanical arms. This would indicate that the arms themselves should continue to function as long as there was something to power them. This is just the movie I'm talking about. The little glass chip atop the spinal attachment on the arms harness is the neural inhibitor that stops the artificial intelligence from messing with his head (imagine four separate voices in your head, constantly telling you to do things) when the electric discharge hit the harness the spinal attachments fused to his spine and the chip atop the harness was destroyed. Just thought I'd add this tidbit of film information.

That’s what was fixed in No Way Home. So if Doc Ock’s mind is down. The AI would have a free reign to run amok. He’s even shown arguing with the arms sometimes.

In the movies, it looks like he kinda just tears a hole through the back for each one (you can see them on his jacket). If he was clever at sewing, he could basically cut a huge buttonhole for each arm and finish it the same way you'd finish any buttonhole, or cut a more rounded hole for each arm and hem it, to keep them from fraying. If you just tear a hole in a fabric and don't hem it or otherwise finish it, it will fray and tear over time, especially if you're regularly passing something very strong like metal through the tear, so eventually he'd definitely want to mend everything or go see a tailor about putting holes in the backs of all his shirts.
