I think you forget the MW05 heavy suv driver. They seems have a special model (from what I recall). But is absent in Carbon. Also undercover has different cop models inside depends on car. Excluding the Nissan GTR and 911 cops.

Undercover has State Patrol & Rhino Unit as well. I think you forgot those 2 since you only showed the civic cruiser. Though the Super State & Federal Units use the same face model as the player.
What can you expect when Black Box try to import their outdated textures into Frostbite? It's not like you'll try to look into their cars to see how they look like. So makes sense. They only focused on the cutscenes.
