That actually reflects the ending of the Rebuilds perfectly. Shinji refused to use Instrumentality to try and attain power or godhood like Seele and Gendo did. He chose to live a normal, peaceful life as God intended for mankind.

Also God commanded to ‘have no other gods but him’ and that’s half of the lesson the rebuild series was trying to make about escapism and idolizing shows (didn’t seem to work that well.)
