For anyone wondering you don't have to do it over the KIM first, I asked Aoi out in person and she accepted and it pretty much just skips over the KIM part afterwards. I'm also not 100% sure but I think dating someone locks you out of flirting/asking other hex members out over KIM.
I asked her out irl before I got this prompt when we were "close". Maybe have to be "best friends" to get this prompt. Could have been the case with you as well.

The upcoming option to reset the dialogue (once the in-game year finishes next week) will sort that out. It's also possible to get Quincy to help you, which will prompt a special conversation with the Hex member you're interested in where you can apologize for being an ass and ask to try again.

It doesn't lock you out, and it's not a good idea to try that. They *will* get pissed off.
