Can we use this monitor both television as well as computer?
You can use it with a set top box(HDMI) connection. It will be ok for bachelors, but the main drawback will be speakers. These 3W speakers cannot give you an experience compared to a TV
You can also use it to find Chinese communist party by buying all Chinese products. Hehe

Tuv certified means it passes some standard of blue light filter. So you can use for a long time without straining ypur eyes. Although it sounds cool, the certification is more of a gimmick than anything by the tuv rheinland company

Hey - set your monitor at 60Hz and that should solve the problem. You can do that inside Display Settings on Windows 10

Since it is a 1920x1080 resolution monitor with a 92 DPI, the text looks super pixelated and jarred font edges. But good for videos and other media stuff.
22inch wala monitor Lena chhahiye or 24 inch
If you like watching movies or you edit videos, 24-inch better option hai... otherwise 22-inch should suffice
