Maybe it's because California has the governor it has. Austin also allowed very big homeless camps to grow underneath a freeways like this but cleaned them up (at least getting rid of trash and waste) every now and then when the pressure was applied from the state. I guess no pressure from the state in this case. Poor San Diego. I'm glad got to enjoy the 60s, 70s, and 80s here when the quality of life was sky high but the cost of housing wasn't. Every city in the US is slated for this and all the big cities already are or worse.
