That language is brazilian portuguese with a bit of a carioca accent, Nina Miranda's voice is always a treat to our ears, she also sings a bit of french in a couple other songs IIRC. I can't really say anything about her french as I don't speak any french, but her voice always sounds great to me in whatever language she sings. If you like a bit of portuguese in songs, try listening to Sofi Tukker as well. They did a live performance on KEXP that you definitely should listen if you also liked Smoke City. For someone born in Germany and grown in Canada, Sophie speaks portuguese very well and the only slight giveaway I've noticed so far that portuguese isn't her first language is the way she says "jacaré"... but besides that, I could have thought she either was born or raised in Brazil, which is amazing, she clearly put a lot of effort learning portuguese just because she loved how it sounds in poetry and music.
The sexual energy in this music video is electric but yet it’s not overstated especially with the Rhodes piano and heavy bossa nova drums at the end. Remember they used to play this a lot on MTV Dance in the mornings. Wonderful tune!

The English part is sung with this supposed French accent, but actually she talks perfectly, with a light Brazilian accent.

I've seen Michel Gondry mentioned in another comment but I couldn't find anything linking him to this music video either, but on the trivia page on his profile on IMDB, it mentions similar effects being used in Björk's Army of Me (it's very early in the music video) and an 1971 short by the animator Bruce Bickford with a name that there's no hope you'd be able to find it, even if it is available online somewhere. I would love to find more about the history of similar effects being used before The Matrix, but I don't have much hope. Nothing useful can be found on Google or UA-cam anymore, their search results are getting progressively worse each year, to the point it looks even worse than the alternatives they displaced in the early days.

Was just a kid but I remember at the time (late 90s) a lot of music had a Latin or Arabesque feel to it... so hypnotic.
