This thing has eluded me for my entire playtime of Zero Gravity. It's annoying that the final mystery character is a different playstyle of the same robot. :P
These are Eggman Robots that gain speed by… curling up and rolling around (at the speed of sound.) Bit of an unintentional homage there, huh Mr Baldy McNosehair?
Never got the point in those 2, though i didn't know scr-gr classed as a wheel gear so they can drift. I just know whenever i do a race i swear the ai always uses them
You might give that credit to Sonic Heroes. At the time, I believe it was Sony who wouldn't allow any more Sonic titles on Playstation (PS2) unless they got Heroes like Gamecube did.

If SCR-GP is a wheel type, then SCR-HD is an air ride type
