The second movement (O Canto do Sertão) is a poem set to music, an ode to the sertanejo people! A rural population from the interior of the Brazilian northeast, descendants of the first Portuguese colonizers and the indigenous people of the Cariri nation. They are the guardians of the first traditions and faith in Brazil and in fact the entire Bachianna number 4 is a tribute to them because it is built on their old folk songs collected by Villa Lobos.
If he arranged this, @Whatismusic is right . The second mov is a lesson about what NOT to do with repeated notes. This happens when the composer arranges on paper 📝 without hearing . Original was for piano.

譜面面は簡単なのに、最終楽章の拍子が取れない。
