I think it's less he turned it up and more he didn't use his bind to stop sound, there've been a few times in previous videos where you hear the first few notes of the tank music then it stops suddenly
He manually turns it off when it plays

It's a plugin from the server, if you mean just the vanishing then that's just the -lv launcher option
