Before you do anything you have to align your pieces so they match when the turn lock is closed. To save time, flip the TOP piece upside down and trace the inside circle with your awl. This will give you the prefect shape, THEN cut slightly larger. And yes its a good idea to reinforce the area with a woven material or a thin scrap piece of leather.
