One question though, like PDSCH BLER, why there is no decrease in PAL level for PDCCH when gNodeB gets HARQ Ack?
It can work like this as well but usually not done like this because pdcch and pdsch decoding budget can be different.

Is this actually link to the PDCCH blind decoding? If UE failed to decode at AL 1 then it will go to AL2 and so on?
Since we are talking about throughput so this is dedicated UE specific PDCCH.
Ue monitors PDCCH for potential data by using C-RNTI, in Ue-specific search space. Is it correct ? Thank you

Yeah from the perspective of eNB/gNB, it will think that the PDCCH was not decoded successfully and it will increase the PDCCH Aggregation Level.
