when naming the 2-bromo-3-hydroxy-pentane dioic Acid we did not specify the position of the second carboxylic group

because it is special case.. the chain numbering cant include the carbon of COOH, so suffix "carboxylic acid" is used.
because it's not a benzene ring (double bonds in the ring)
