Right, what you’re saying is called independent oversight and people having demanding it for years only to be met with blockades from police unions with powerful congressional lobbyist influence
This is ONE parish in ONE state. How many parishes are there in Louisiana? How many other officers in this parish did they not even look at? They only looked at the ‘highest earners’ - how many are keeping their theft low, to stay “under the radar” (double entendre intended). And these thieves are the people “holding us to a higher standard” - i.e. not speeding, not going West on I20/I40 with cash (policing for profit, look that one up). These very people stealing for 20 years some of them, have written how many tickets? How many fines? How many people have they SCREWED WITH - because they had a state-endorsed gun?
The department should of caught all this before a local news reporter discovered it. Given how much money and the length of time this went on, tells you about this department's efficiency. Pitiful!
The DA used the phrase "return on our investment". That clearly indicates that the purpose of the LACE program was to generate money. Traffic enforcement should be for the purpose of safety, not revenue generation.
GPS tracking on their state issue car should be cross referenced to tickets and time sheets. Refund and clean the records of those tickets by these road pirates.
This goes on in every city across America. Just remember this video the next time your city or county says that it is broke and needs to raise your taxes!
Not just them being honorable. The Parish was paying in upwards of $60 and $70 bucks an hr and they don't wanna know how there money is being spent, no audit in years.
This is exactly why officers hate being recorded while on the job. They can't lie their way out of it as it is proof that can't be denied. Holding our officers accountable, transparent is the only way to get the bad officers off the job. We have too many dirty cops out there and doing far worse than lying about their time cards but I'm glad this department got busted and those doing wrong removed.
The funny part is cops will say most departments have body cameras and dash cams but try and get that video footage. All of a sudden getting unredacted video footage is like finding a unicorn 🦄 and thete is a 100 reason why the public cannot see the video. " we can't release the video at this time because the matter is under investigation, there was a mistake and we sent it to the Scotlandyard police department, we had a new staff member who erase the video by accident", and now my favorite one is "we did a internal investigation and no wrong doing was found so the video has no media importance"
Let’s call it what it is… my guess, this is dept wide…. You have officers consistently logging 80 plus hrs per week, and that does not raise any flags???? Writing 12 tickets in an hr and no one thinks that’s strange??? Those squad cars have to have tracking devices installed….
News guy: "HI, I'd like to ask you about using your power to fix tickets for you and your friends" Ticket fixer: "I don't know what you talkn bout" News guy: "He actually did know we were talking about" 🤣😂
Simple solution. Don't let them take their State vehicles home. They return to the barracks at end of shift to return vehicles for the next shift to use. Allowing troopers to keep vehicles at home while off duty is asking for this kind of crap. And it's wasteful. It means each vehicle is only getting a third or half of its life in actual service. The rest of the time its sitting in a driveway.
Well chief, now that you know that your "honor system " can not and does not work, what NOW?? How about putting G.P.S. and video computer monitoring. Then have all police that was on honor system turn their timesheets in to auditor that compares time sheet to G.P.S. , if all mesh, then auditer approves payment??
Holy 💩 $71 a hour that’s like triple time at my job. So ur telling me that his superiors didn’t think it was weird that these guys were make n $240,000 a year and work 83 hours a week just n overtime every week. Suuuuuuure!!! Might want to look at theirs as well.
I never thought I would ever say this in my entire life and I have multiple police officers in my family on many different levels the streets actually might be safer with less police officers working the roads. I think a single dash cam in a car is more valuable than a police officer on the road as long as that Dash cam is controlled by a private citizen
Finally some real investigative journalism backed up with facts. No rhetoric here. No anti police sentiment. Your scheduled to work a shift you show up on time and only leave once your shift is finished. My hard earned american taxes at work in a corrupted system..
Probably pissed off the wrong person, there is no way that nobody knew…unless of course you want us to believe that a reporter managed to do what an entire department couldn’t!
What fucks with me is how no asks the question that is so important. How many lives did these cops destroy. If the stats of the number of bad people is stacked like in this video would one believe that our prisons are filled with people who are actually innocent for the most part. And then we have to ask if at least one person is behind bars for the crimes cops commit how many individuals are incarcerated due to these types of cops just in one state and how many across the nation. 1 cop per county per state in this nation puts the number in the thousands and hundreds of thousands. Why because that's how many counties we have with police. And this doesn't include the counties that have whole departments on the take
Since when is it right that these guys make over $60 per hour? Probably most of the people they ticket don't even maken $20 per hour! Then the greedy bastards steal overtime! Wtf? They should do jail time and have their assets seized!😵
Did Bridgette Dinvault the District attorney just say on camera " we expect a return on our investment?" ????? ..That's weird, I am pretty sure the taxpayers think they are paying for" law enforcement and justice.".....turns out its a "For profit" operation....I would take a good long look at this District Att..I would say she should be charged as well..It appears clearly she is in on it..This one is obvious...Of course she knew they were all turning in bogus time sheets...She was turning a profit on the tickets they were writing so everyone was winning...Notice the cops were all writing at least 4 tickets per day? .More than Covered their hours .Fraud at the highest level...I sure hope you look deeper than these crooked cops....This lady appears clearly involved, and she just admitted her motive on camera...She should at least, step down.disgusting. Just another crooked D.A. who thinks she is above the law and can talk her way out of it..................Does anyone on this thread think you would get honest justice from this lady if she were prosecuting you for allegations, or do you think it would be "for profit"..????? Prior to this investigations if she were prosecuting you for one of these tickets do you think she would listen to you when you tell her you were not even on the road last night? Or would she side with Daryl ,"for profit" It's been going on for 20 years and she claims ignorance? Enough is enough folks.she is .either a liar or ignorant and unfit for duty...She just told you she administers justice "for profit".......welcome to your police state. WE THE PEOPLE
Police officer (we don't have a quota) d.a. we expect a return on our investment (tickets for police paychecks) that is potentially a reason to give false tickets, if they feel like they are not earning their keep!
Three of them making that kind of money and nobody was monitoring the overtime. I totally get the honor system for the standard hours, but 140k of overtime and nobody thinks to check into it.
0:55 "We expect a return on our investment." This is the start of what's wrong with the entire subject. Someone who is policing for profit complaining about someone who is ripping off citizens for profit. I don't see the difference.
Very disturbing that the district attorney openly says that they expect a return on their investment. The return on their investment should always be earning the public trust and look for ways to make their towns more attractive to do business in, which would earn money through sales tax and business taxes. Policing and policy for profit needs to end!
Not all cops!! That's just like saying all priest are homosexual pedophile's!?@@! But remember that statement when you call the cops for any incident involving yourself.
If a trooper does not have to check in person to start there shift and they take police cars home they should have gps in those car where the department can tell where those car are and if they are out where they should be. A cop should also not be allowed to just parks some place for hours to take a nap either. Also most police dept limit over time for a reason.
Uuuhhh... How is it that thousands of private companies have GPS trackers installed in the company vehicles, and the State Trooper vehicles don't? There's more going on here. "Higher-Ups" were aware of the shenanigans. They just did a better job of hiding their tracks.
If anyone from my work sees this I'm telling on myself.was in company service truck and just got out of a service station munching away on chips and a drink when got a call and was told to buckle my seat belt.the GPS hooked to the truck sent a signal to one of the managers and they called me.Got a lot of flack at work for this.
The superintendent talks about delivering “a public safety product”. That’s where it all begins. Leadership talking big management lingo and thinking they are corporate managers while they are civil servants. By the way : public safety is not a product but a service.
It seems every year we send disaster relief to Louisiana. Out-of-state taxpayers are affected by this as well. If they have that kind of money to burn, don't take ours.
Damn it takes a investigation’s and it took my sister one phone call to get the grand haven pd for doing the same thing it’s awesome when they get caught happening all the time and all day long
Put trackers on the Police cars....even private companies put them on their company vehicles driven by emoyees to prove those employees are where they are supposed to be. The purchase of the trackers for the whole force would cost less than overtime claimed by one employee. This speaks volumes that maybe the force doesn't want you to know the truth.
they should not be allowed to take their vehicles home they should have to come to the substation to sign in and out each time to prevent this also on carrying a civilian child or anyone if there was an accident how does that insurance claim work?
So the colonel of the state police never heard of GPS and fleet management tracking software? Every other business in the US that has employees driving for the firm uses it.
Isn't this law professor concerned with the unconstitutionality of tickets on a quota, self enrichment which makes it an unconstitutional tax? Thats the biggest crime against the public.
It's an investment to pay ridiculous wages for citations ???? What happened to law enforcement ??????? The Supreme Court's all stated that concurrent, or joint resolution of legislature is not law. So how do cops justify a policy of a private corporation being conflated to a law ?????
If they had a GPS system on the car they would know where that car was every minute of the day.. Most fleets of trucks for major companies have systems that track their fleet............. The responsibility goes all the way to the top........for not having a system to do that
That lady thinks taxpayers want Ticket writing cops to write tickets so THEY get a return on THEIR investment? I don't think so. As you can see these types of "arrangments" can and do lead to corruption either through payroll fraud or bad tickets written just for the return on investment.

*I think every state needs a reporter like this to investigate their troopers!!*

ITS CALLED WE, THE PEOPLE FOR A REASON!!!! WE ARE THE PRESS!!!
Is this a news team? Come to my town please. Great reporting.
This is what a free press was designed for.
Fricken A!
Amen
So many of these troopers were on the take, i find it hard to believe that there are not more. This is a pervasive problem.
LEE ZURIK YOU ARE AWESOME! Keep it up.
Tax payers don't expect to be ripped off.
@@dannyw7662 I'm more cynical than you. I expect government to rip me off and I'm never disappointed.
All people associated with this program should be fired and jailed.
GPS tracking on their state issue car should be cross referenced to tickets and time sheets. Refund and clean the records of those tickets by these road pirates.
Supervisors were undoubtly involved in the whole thing and was probably receiving a cut.
What is the problem just monitor the cars via gps
This goes on in every city across America. Just remember this video the next time your city or county says that it is broke and needs to raise your taxes!
Looks like Yogi the bear found a big picnic basket. Thought he was smarter than the average bear
"A return on our investment" = revenue collection = road pirating.
The Parish fraudster got defrauded by the road pirate, go figure.
Cops having honor --- Now that's hilarious.
Not just them being honorable. The Parish was paying in upwards of $60 and $70 bucks an hr and they don't wanna know how there money is being spent, no audit in years.
It’s amazing Louisiana hasn’t purchased a simply system to track cops (GOA, time clock, etc. ).
Comes down to an honor system, with the human beings that are almost the least honorable in our government. Police!
These animals were getting up to $71 an hour to ride around and do eat donuts and they couldn't even do that right.
This is exactly why officers hate being recorded while on the job. They can't lie their way out of it as it is proof that can't be denied. I was thinking the same thing. These fools are working on the honor system. WTF!!!!!
how about GPS tagging all cars used while on the job so at any time day or night supervisors can monitor locations of vehicles.
Let’s call it what it is… my guess, this is dept wide…. You have officers consistently logging 80 plus hrs per week, and that does not raise any flags???? Writing 12 tickets in an hr and no one thinks that’s strange??? Those squad cars have to have tracking devices installed….
Tom Segura: "...build a wall around the entire state of Louisiana..."
CAREER CRIMINALS WITH A BADGE!
So did they get paid administrative leave.
What if someone needs backup while these thieves are at home
News guy: "HI, I'd like to ask you about using your power to fix tickets for you and your friends"
Ticket fixer: "I don't know what you talkn bout"
News guy: "He actually did know we were talking about" 🤣😂
Why aren't these troopers required to clock in and out at a state police post like here in Michigan?

CORRUPT COPS...AT THEIR FINEST!!!!!
I never thought I would ever say this in my entire life and I have multiple police officers in my family on many different levels the streets actually might be safer with less police officers working the roads. No more taxes

Exactly, in short we are being ruled by a criminal enterprise!
just fit trackers to all public service vehicles, money well spent

WE THE PEOPLE
Ehhh shouldn’t the police cars being GPS tracked all time?
I mean what if a officer gets in trouble and needs help fast?
Police officer (we don't have a quota) d.a. we expect a return on our investment (tickets for police paychecks) that is potentially a reason to give false tickets, if they feel like they are not earning their keep!
Like any organization we trust our employees to clock in and out ... I am almost choke eating
It sounds like the supervisor dropped the ball . No one was watching so the rats in the grain factory had a hay day 😥
GPS trackers can monitor routes of travel, times and dates accurately.
Three of them making that kind of money and nobody was monitoring the overtime. I totally get the honor system for the standard hours, but 140k of overtime and nobody thinks to check into it.
The sad thing is it’s in the school systems the courts it’s in every thing out there it starts at the top folks even at city hall !😎✌️💕
... Thomas is working that Restorative Justice Gibs Me Dat Homework shift.
0:55 "We expect a return on our investment." This is the start of what's wrong with the entire subject. Someone who is policing for profit complaining about someone who is ripping off citizens for profit. I don't see the difference.
They aren't honest on their times than how can they be trusted with anyting
Well Reeves, apparently no honor here!
Ran across these series of videos the other day … Daryl Thomas received 3 years probation and $9,400 in restitution… wow… sad for Louisianans
this goes on all over the place all city workers...supervisors probably doing same thing
Very disturbing that the district attorney openly says that they expect a return on their investment. The return on their investment should always be earning the public trust and look for ways to make their towns more attractive to do business in, which would earn money through sales tax and business taxes. COPS HAVE NO HONOR
Not all cops!! That's just like saying all priest are homosexual pedophile's!?@@! But remember that statement when you call the cops for any incident involving yourself.
OMG, the cops have an honor system. That explains everything.
You can have time keeping app with GPS.
If a trooper does not have to check in person to start there shift and they take police cars home they should have gps in those car where the department can tell where those car are and if they are out where they should be. A cop should also not be allowed to just parks some place for hours to take a nap either. Also most police dept limit over time for a reason.
GPS is not new and paying staff to monitor is cheaper than paying out OT that isn’t worked.
Uuuhhh... How is it that thousands of private companies have GPS trackers installed in the company vehicles, and the State Trooper vehicles don't? There's more going on here. "Higher-Ups" were aware of the shenanigans. They just did a better job of hiding their tracks.

what u do is get an extra seatbelt buckle from junk yard or online. and put that in. and gps can eat it. you can eat chips. also u have food?
The superintendent talks about delivering “a public safety product”. That’s where it all begins. Leadership talking big management lingo and thinking they are corporate managers while they are civil servants. By the way : public safety is not a product but a service.

This speaks volumes that maybe the force doesn't want you to know the truth.
St John's DA, "we expect a return on our investment," that's a disturbing comment.
It sounds like profit not safety.
Did these managers never hear of gps monitoring?
They call looking for reasons to write tickets as providing public safety services. No thanks.
they should not be allowed to take their vehicles home they should have to come to the substation to sign in and out each time to prevent this also on carrying a civilian child or anyone if there was an accident how does that insurance claim work?
The four troops were charged but no one else. I guess they state police didn't want to look any deeper for fear of what they might find.
So the colonel of the state police never heard of GPS and fleet management tracking software? Every other business in the US that has employees driving for the firm uses it.
Whatever happened to punch cards? That would make it harder, not impossible, to pull stuff off like this.
She said.... she expects a return on their investment........ POLICING FOR PROFIT?!??!?
Based on honor system ,there's no honor among thieves.
Can't you prove those times even more with the GPS in the Crewsers?
Because those times with the GPS would match the Ticket Times!
Well so much for honoring your oath I believe it was supposed to say to serve and protect the citizens
And not themselves, but I may be in error
Louisiana State Police seems to be the biggest criminal syndicate in the state.
Three officer from one department doing questionable things? So these officers are not honest? What else do they do that is not honest?
bad ass cops body cameras must be accountable when it comes to the lawsuit
"Return on investment"....there's your FIRST PROBLEM...business as usual...
Isn't this law professor concerned with the unconstitutionality of tickets on a quota, self enrichment which makes it an unconstitutional tax? Thats the biggest crime against the public.
How come these cars don't have GPS tracking?
It's an investment to pay ridiculous wages for citations ???? What happened to law enforcement ??????? The Supreme Court's all stated that concurrent, or joint resolution of legislature is not law. So how do cops justify a policy of a private corporation being conflated to a law ?????
So where does dispatch think they are?
Why don't the cars have GPS is on
Newsflash to these "officials"...TAXPAYERS DO NOT WANT TO BE STOPPED AND HARASSED OVER MINOR TRAFFIC INFRACTIONS
It comes down to an honor system. They have NO HONOR.
If they had a GPS system on the car they would know where that car was every minute of the day.. Most fleets of trucks for major companies have systems that track their fleet............. The responsibility goes all the way to the top........for not having a system to do that
Cops defense- be unpredictable like the handbook says lol
There is no honor in their system..it's a system of dishonor..
That lady thinks taxpayers want Ticket writing cops to write tickets so THEY get a return on THEIR investment? I don't think so. As you can see these types of "arrangments" can and do lead to corruption either through payroll fraud or bad tickets written just for the return on investment.
Those vehicles have GPS systems installed. Calm down, the agency allows the wiggle room with the hours.
Why don't they just use GPS to track hours if there's any question
How the hell can you expect CROOKS to abide by the honor system? Kind of a oximoron, don't you think?
If you look deeper you would fined even more.
so the courts have went back and undone all tickets this officer has ever written, yes? YES? if he was lying about his time, he was lying about EVERYTHING. repayment. also want salary reimbursement.
Body camera footage for all police officers should be accessible on the police departments website for anybody who wants to go in and view it they should not be allowed to download it but they should have an opportunity to view it 24 seven if there is body camera involving shooting or a police officer being hurt or something that might end up in a court of law that can be withheld until the case is resolved but body camera footage should be open like walking into a police department and having a conversation if you want to be transparent you can get the public back most of the public do not and will not trust police officers until something dramatically changes
No honor or integrity with cops and troopers.
