generally you do that in a cross wind.to prevent damaging the landing gear by yawing into the wind, you instead tilt the wings gently into the wind. as you slow down, you let the aircraft settle onto the other main gear, then after about 100 to 80 knots, you let the nose wheel drop. (speeds for F16, other aircraft obviously different)
one way to look at it. at my aistrip, the city werent very good planners. the rwy heading is roughly 90 degrees to the prevailing winds. :( on the upside, about everyone who we've taught gets the hang of crosswinds pretty quickly, as its a rare circuit that doesnt involve crosswind landings. YBLN - not the worlds best planned airfield.

Navigation with avionics system like this is I understand completely, point for development of more sophisticated electro optical systems for flight control systems and fire systems.
