Thanks for posting. To be clear, it sounds like mixing cold wax with water-media won't work, but once the medium is dry, it can be applied alone or with oils over acrylic. I do have concerns about the long-term stability of wax and oil over plastic/acrylic. I might try a clear layer of something with tooth like matte medium and wipe a thin layer of linseed oil or alkyd to better prepare the surface for oil. Mixed media is experimental and we do not know the 100 year stability. But artists may want to create ephemera or accept uncertainty.

Acrylic water based paint is a perfect base for oil paint. But never paint water based paint over oil paint.
