You can do this as soon as getting out of the bell tower joker blows up maybe even as soon as you get the batsuit if you just go to the building) You know the second mission of the game after the courthouse mission with cat woman right after you suit up as Batman). The side mission is at the top right of map saying somone has shot a flare on the top of building. Talk to bane. Then go to any location on the map marked as a box (the canister you need) my person favorite spot is the side entrance to the steel mill right next to jokers Funland with the running water. Walk in look left blow it up walk out, rinse and repeat.
