I don't think that's going to make a difference. Most 300 idle underwater fine if jetted properly. If you're having issues it could be because your carburetor is worn out and letting water pass the butterfly
Axel paddles are in the center of you axel and when you are in a hole with clay it turns and helps you get out of the hole. Does that sum it up mudpuppy?

If you measured the OD of axel and ID of axel tube autopart store might be able to find a seal that you could hammer in the right side. Nice setup!
There would be no way to get the seal over the axle splines
