It looks to me like you’ve got the fuel pump shaft timing tool for the 5.0 rather than the 3.0, they are different ! ( I’m not referring to the flywheel locking tool )
The problem is that you expect to do the job without having to remove anything. Second, you are trying to do this without referring to the manual. Alldata is 20.00 for 30 days. The V6 and V8 are no different. You are unprepared and making the job harder than what it is. Easier to remove the black tensioner and oil pan. Manually position chain at timing points.

Your timing on fuel pump is off one tooth. Redo the fuel pump to crank timing and it will work
