Been around horses a bit of my life. That horse has clearly been encouraged to do that. Hes not biting as much as looking for sonething. Normally you would try to train that out, but they obviously encourage it. Easy enough to teach them bad habits.
The tourists are in the horse space. The sign states don't stand too close to the horse, but the tourists think that they know better. I would imagine that the horse has had enough.

I scream laughing at the mouth movements after each bite, like yeghhhh, these tourists taste horrible 😂 They also seem to enjoy doing that very much. When the horse clearly contemplated biting the guy with the toddler on his arm, then out of the blue bit the lady on the other side, that was a conscious decision not to hurt the toddler. They know exactly what they're doing and the guards in al probability unofficially think of it as teaching the tourists some manners.
