I think the warden is incorrect on Sandabs looking at the fish legal app it says that there is no limit and there’s open season is all year and all depths. hearing what TLA said seems to make sense but when I did the research I could not prove that that was correct. but this is my opinion and everyone should make their own decision for themselves
From DFW website: "Open year-round in all depths, except in the Groundfish Exclusion Areas where these species may not be taken or possessed at any time." The GEAs are all in SoCal, and relatively far offshore (by kayaker standards). Either way, the communication of the laws is crap -- either a warden who should know this cold is wrong, or the DFW is giving out false information on their website. I'd fight any ticket for this in court.
