This is what happened. As civil rights legislation began moving through Congress in the 1950s and 60s, Southern Senators realized the power of the filibuster to obstruct progress and started banding together to prevent bills from being voted on. The tension came to a peak when Senators such as Strom Thurmund, Richard Russell, and Robert Byrd filibustered for 60 days, trying to prevent a vote on the Civil Rights Act of 1964.
In an attempt to cut down on the lengthy speeches of filibusters, Senate leader Mike Mansfield made a change to the rules in the 1970s. Instead of going up to talk, Senators could now merely threaten to filibuster, and unless cloture was reached against them, they would effectively block the bill from going to a vote.
Between the years 1917-1947, there were only about 19 filibusters. Recently, however, the use of the filibuster has skyrocketed with over 1,500 occurrences in the past 20 years.

@@TheBrianna1431 what does it matter that the vision was in black and white? Yes colour was introduced in the US in 1954 but over 95% of homes still had black and white in 1964. MLK was murdered a long time ago almost 54 years ago before 66% of Americans alive today were born.

i worked as a census enumerator, and when trump wanted to end the census early, I remember it was really chaotic, especially in places that lacked enumerators and resources. Luckily my area was almost done counting, but I remember my supervisor telling everyone to help in places like Las Vegas and we would go get a bonus for it.

The census didn't have anything relating to LGBTQA identities either. So non-op trans folks had to identify as their assigned sex at birth. Gay, bisexual, asexual, etc identities were erased. It only indicated whether or not you were married. Trump purposefully erased LGBTQA voices too. There was talk of including such questions but they decided to ignore it.

The big problem is that barely anyone in congress is really connected to their constituents. I'd bet 90% of them only "own" property IN their district, and even that isn't a proper representation of the rest of the people.

look up "voices for Indi" in Australia. That's what you need there! grass roots movements in "safe seats" to replace the sitting politician with a genuine independent selected by the community. Amazing how fast the rest of them start to pay attention after 1-2 high profile pollies are scalped. Reality is that all they care about is their own jobs, so genuinely threaten to take that away & watch them change their tune!
