There is 613 Laws “Commands” in the Bible. Any and every time the Most High gave an order it was a command. Any that thinks differently hasn’t actually read the Bible or hasn’t paid any attention to what they were reading in the Bible. The 10 Commandments are only the popularized summary of the 613 Commandments. But there are commandments that don’t fit under the umbrella of the popular 10 Commandments (Ex: Numbers 15:37-40). The Most High gave an everlasting command to be a reminder to keep his other commandments.
An authority figure doesn’t have to literally say “I command you to do such and such.” Giving a simple instruction suffices as a command. Pretty basic, really.
