As a matter of fact, they're only separated by a narrow body of water, called the strait of Gibraltar, which is 14km at the narrowest point.
The idea of building a bridge across the strait to link Africa and Europe has been in the air since 1867.

I really hope a tunnel between two is built ASAP. It's a project that could benefit not only those two nations but the region as a whole... Probably easier to keep control of security-wise as well...
@02:05 Just a small part of sub saharan Africa. North Africa or Morocco has a mediterranean climate with no zebra's, like the rest of this part of Africa. A savanna like environment with wild life is mostly tied to countries like Kenya and south Africa. This is the beautiful diversity of this grotesque continent.

Has no one thought of a floating bridge made with floating pilons. Giant Oil Rigs are moored to stationary points all the time and in very deep water and are built to withstand boat crashes. A series of them linked by suspension bridges should be do-able with modern technology.
It wouldn't be ideal for rail transportation due to the tides, although I believe it might be possible, it probably would need a lot of maintenance that no company is willing to pay for at the moment.
