The point of the yelling is to break them down physically and mentally, and then to build the back up.
Being nice isn’t going to work with some and they need the shock treatment, treat them like adults in the real world and make them responsible for their actions. But also if they in jail they’ll have to answer to the other inmates, and some don’t realize that because mommy and daddy still excuse their bad behavior.
