Toriyama has stated in interviews that his writing goal was to do the opposite of what his readers expected. With how obstinately annoying and persistent she was she's absolutely a Toriyama-esque character.

You'd expect almost everyone there to be able to do it if Goku did it as a child and young adult multiple times in DB. You'd expect them to have more battle smarts too or copy anyone else who does it.

Throwing large amounts of ki at the problem seems to sorta work, but I guess people can't sustain that all the time? One would presume that the anti-flight magic affects people differently, so that extremely powerful dudes won't be able to shot tiny beams everywhere to callously imitate the flight technique.
