They obtained the broadcast rights for the Grey Cup, but there were areas of the country that didn't have access to CTV. The matter was brought up in Parliament, and CTV agreed to allow the game to be broadcast on stations in areas in which CTV was unavailable. If you're wondering why Bernie Faloney, then with the Tiger-Cats, was in the broadcast booth and not on the field, it's because he had suffered a season-ending knee injury on September 14. That's a young Don Chevrier standing (and smoking) between Brad Keene and Al Shaver at around the 7:20 mark. It wasn't the fog in 1962 or the wind in 1965 or the sod in 1970 that led to the construction of SkyDome, but the rain that struck at halftime of the 1982 Grey Cup and ruined what had hitherto been an exciting game.

ABC broadcast this is the States, thinking about a TV contract with the CFL. After this game, they weren't interested anymore.
