In spite of the super high profile that the program has, the budget is only $500m per year for 2 years which is really pretty tiny relative to the total DoD budget of over $800b.
The difference between the US and China... Here in US we discuss problems and shortcomings and work on fixing them. Sometimes we succeed other times we struggle, eventually we get it right after learning painful lessons. In China you can't even say there is a problem, let alone discuss the issue.
