    Did Rwanda move people and not compensate them?

      The government does compensate people for moving them, but this is done only when those people were there before that area was designated for a specific activity.

      There are 3 scenarios:
      1- People who lived in the area before it was designated or became a swamp, can be compensated.
      2- People who arrived after it was designated orhad become a swamp, they don't get compensated.
      3- All in all, people who are vulnerable and can not manage to relocate by themselves, government is required to help them to set up in a better place(as assistance not as compensation).
      In recent scenarios in Rwanda, the government would construct new estates for the people who had their homes in these places and were living in them.
