Sadly, in my playthrough, I met him at Tenpines. He refused to sell me his dog and gone, but dog was bugged, and never left Tenpines. I killed puppy, and never see again Gene.
Definitely feels like they limit only like 6 encounters per playthrough. I've only ever had 4 in one go, and that's after scouring corner to corner on a completionist run.
In one game I ran into Gene three times, probably by level 30. In another I never saw him up to the mid 80's. I swear the game pre decides some encounters at startup.

You should totally be able to call Fake Garvey on his BS and then recruit him to be an actual Minuteman. It would be hilarious if the recruitment pitch involved the Real Garvey. Choosing the Military Business option on curfew Gutsy and pulling rank on him and being able to recruit would have also been legit.

I was doing a play through where I chose the Institute ending, but used the Minutemen as my post game 'government', and I'd walked back to the Castle from the Gunner's Plaza, found Manta Man fighting a super mutant. He took dozens of bullets, and died, so I carried him from the Gwinnett Brewery to the Castle and gave him a 'burial'.
He’s not marked as essential and his stats aren’t anything special so more than likely if he spawned in your Commonwealth, he was killed soon after without you even noticing.
I like the subtle name changes like the Preston Garvey guy goes from being known as that to Preston Garvey impersonator after u call his bluff, the wounded dog, becomes Sparky after you name ‘em

708 hours and half of these I haven't come across. The Brahmin one, the Synth one, the 2 bartenders, the mirelurk sandwich one, MANTA MAN SHOOK ME DUDE, IVE NEVER SEEN HIM BEFORE EITHER. Same with smiling larry, Ness, the raider chef, and the Gunner border guys.
If you meet Ness after you already retrieved the plane crash goods, you can convince her that it's not there anymore and it's not worth her time to go looking. She takes it pretty well and moves on.
Mac literally spawned next to the satellite array with the super mutants and the distress pulser my first play through i tried to have him handle some of them then i just saw a mini nuke in the distance and just thought well that didnt work

I met Duke west of vault 111, by the raider camp under the electricity pole. Nicked his fusion core, that made him come out of the armor, and I gained a sweet t-60 PA the start of the playtrough.
Did Cambridge Polymer Labs mission once. Quest bugged out & didn't remove or let me remove those quest-related capsules. After that, I never did that quest again. - To those curious as to how I resolved it, the items aren't labeled as their names like "Tungsten" and "Gold" but rather as "Unidentified Substance [X]". So you can just run the "Player.removeitem ItemID"
Your chance of getting some of them is quite lowthe only few I've gotten out of this list was the Preston Garvey impersonator and the mr. Gutsy initiating lockdown
@@Tommy-ct9dh its not at all common to get these encounters; I once had a playthrough with survival difficulty with no fast travel as a challenge and my god that was a pain in the ASS I found so many settlements and buildings etc with so many enemies thats so powerful one could kill me in abt 4 hits or energy damage, alas, i had encountered many encounters but so so less unique encounter i onlyj got abt 2-3 i think so no its not common even if in survival
It's RNG like with legendary loot drops. But some happen in certain areas like near the Slocum Joe's HQ or between Shaw High School (I think that's what it's called) and Jamaica Plain. Some, like Stash, are at choke points. Bridges, the gap near Tenpines, etc.

Been playing this since release, I've never met Mantaman. Half the time my random encounters end up dead before I can meet them. Majority of my traders are laying the roads of the commonwealth as they decided to cross into a Mutant suiciders territory.
I discovered some of this encounter accident, when looting nearby body. I assume they spawned before and then die due to unknown reason or spawn next to those that I just kill and got kill by them before I even meet them.
I ran into Art vs Art and they were shooting at each other already before I could talk to them. The Synth Art won the fight and I attacked the Synth Art (I attacked because I knew the Institute was sent to replace him). Now, everytime I run into him, he's always hostile, and he keeps respawning. At least my companions don't get pissy at me for killing him.
I have over 2000 hours in fallout 4 and I've never seen even half of these. Whether that's a testimant to how unperceptive I am or how rare these are to find is up to you to decide.
I seem to find duke and the wattz electronics robot literally every playthrough i do, i got back into the game thanks to the show hyping me up and i, today in 2024, once again saw both of them in my travels lol
I'm currently on my 6th playthrough (900 hours total playtime on Steam) and I've only seen maybe a third of these? Perhaps in future they ought to make these unique encounters slightly less unique, so that more people may enjoy them...
Fun fact: when killing manta man, he will carry a junk jet, this is a faster way to collect the junk jet if you dont wanna go to arcjet systems with paladin danse.

I have over 2000 hours in fallout 4 and I've never seen even half of these. Whether that's a testimant to how unperceptive I am or how rare these are to find is up to you to decide.
I seem to find duke and the wattz electronics robot literally every playthrough i do, i got back into the game thanks to the show hyping me up and i, today in 2024, once again saw both of them in my travels lol
I'm currently on my 6th playthrough (900 hours total playtime on Steam) and I've only seen maybe a third of these? Perhaps in future they ought to make these unique encounters slightly less unique, so that more people may enjoy them...

Fun fact: when killing manta man, he will carry a junk jet, this is a faster way to collect the junk jet if you dont wanna go to arcjet systems with paladin danse.
