Chilliad could be insinuating that within the mountain, there is a hidden military research facility and that map labels the rooms, and depths of where they are located. How did they get there? Well your guess is as good as mine.

True, but the Indoctrination theory for Mass Effect would have been pretty incredible if it was true. I think Bioware would have made some serious history by placing the trilogy within the framework of Reaper Indoctrination. It would have been an amazing storytelling achievement. However, I do think people created the theory to make up for the fact that ME3 wasn't as amazing as they thought it would be (thus, they came up with a theory that would have made it so). All Bioware had to do was say "Yes" and they would have made a huge impression
