why is there a spacer under the cylinder? is the rod longer to compensate that ?

Crank seal was lip facing out towards balance shaft gearIs that correct way 🤔
Experts are torn apart by the question which way it should face. Either way seems to work, in the manual it says facing towards the counterbalance gear :)
